Pipeline view details should scroll to the bottom

Description

(Currently in the 8.13 RC on GitLab.com) If you click on the view details link that's next to the pipeline information, the page changes tabs but does not scroll to the bottom which is quite confusing because it makes the link look like a dead link if your page is scrolled all the way to the top when you click that link as nothing in the UI changes.

Proposal

I propose the pipeline view scroll to the bottom when the user selects view details.
