GitLab offers me a "Merge" button when there are conflicts even in a fastforward only setting

My repository is configured to use fastforwards only, my contributors get a rebase button if their branches are out of date. HOwever if there are conflicts gitlab still offers a merge - which is fundamentally not what I want in this workflow right?
