Automatically add label based on issue template

Description

Cycle analytics says we get about ~113 new issues a day. Considering how we get so many, it would be nice to have some issues auto-label.

Proposal

I propose we add auto labelling if a label matches the issue template. For example in this scenario, I am writing a feature proposal using the feature proposal template. GitLab should auto label it ~"feature proposal"
