Pipeline fixed message in Pipeline notification emails

Is the success template only sent the first time the pipeline succeeds after previously failing? If so, I'd like to say it was "fixed".

Getting tons of "success" emails is useless and noisy. Getting a "fixed" email is valuable and shows we understand that's what they care about. Nobody cares about it being the "exact same pipeline"; that's a non-issue.
In order for this to work our system needs to be able to get the context the pipeline is run in.
This should also be fixed in the email subject line
