consider adding a check for gitlab-workhorse version in the gitlab:check rake task

Currently it checks required version of gitlab-shell version and warn when it is missing. Adding a check for gitlab-shell version would be helpful to debian packaging (as all other dependencies are checked using Gemfile this get missed).
