Add option to always show committer details in commit details view

Description

It would be very convenient to see committed date even if the committer is the author of the commit. It's important especially when history has been rewritten by e.g. rebasing.

Proposal

Add checkbox "Always show commiter details in commit view" to page https:///admin/appearance.
