Changelog access to guests

Users with guest access level cannot see the changelog

Guest users don't have access to files (changelog included) but can see readme content on project main page. If they choose the changelog link then 404 error page is raised.

Proposal

Changelog to be accessible by guests (on the contrary why should changelog link be visibile?)
