Add 2FA Trusted Networks which disables the need for 2FA using IP-Whitelisting

Description
We have a problem encouraging users to enable 2FA but don't want to force them since it adds a new layer of time waste (yeah i know, but security increase). It would be nice if we could "sell" them 2FA for good if there's possibility to add "Trusted Networks" (for ex. "192.168.0.0/24,10.0.0.0/8,") so users don't need 2FA when accessing Gitlab from those networks-
Proposal
Add a comma-separated field of IP-Addresses/Networks where 2FA is not needed when logging-in from them.
