Bulk deletion and transfer of projects

Problem

I imported way too many repositories from Github on accident. I also want to organize some of my repositories into groups. I would prefer some sort of "folder" or "collection" feature (see https://gitlab.com/gitlab-org/gitlab-ce/issues/14908 and https://gitlab.com/gitlab-org/gitlab-ce/issues/2772 and https://github.com/isaacs/github/issues/302), but groups seem like a reasonable workaround. However, there is currently no way to bulk select projects from different groups, for instance in the Admin Area > Projects page, and transfer or delete them. You can only transfer and delete groups that already contain the targeted projects, but for a large reorganization effort projects need to be tackled one by one.

Deleting and transferring seems to be pretty tedious right now (following the procedure described at http://stackoverflow.com/questions/24032232/how-to-remove-a-gitlab-repository). I understand these are "dangerous" but they could still be made more convenient for people who really want to do them.

Proposal TBD
