Snippets should support labels

Problem to Solve

There is currently no way to group Snippets into folders or use labels. Throwing them all together in one place is messy, especially when people have a lot of Snippets and different programs those Snippets are used in.

Proposal

Snippets should leverage the existing label system used in Issues and Merge Requests to for tagging and categorizing.
