Clarify project creation limitations instead of removing the new project button.

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

This one is more of a request about the "New Project" button. Right now, it's not intuitive for a User when the "New Project" button goes missing in certain situations.

• Max Personal Projects reached
• Group permissions does not allow Project creation

It would be nice if it could be greyed out with a message about why new Projects cannot be created. The Fork page is the only spot that I've found giving a clear reason.
