Suggest Markdown File Extension with "Add Changelog" Button

I think the "Add Changelog" Button in a repository should suggest the file name CHANGELOG.md rather then CHANGELOG. This is already the case for "Add Readme" and "Add Contribution guide". The rationale for this is outlined in gitlab-ce#18947.
