Feature: change mail room to avoid posting same comment at issue

A user with Hotmail/outlook email from my user base is experiencing some kind of infinity loop of his comment being posted at a issue every minute. I suspect of some kind of read confirmation that keeps replying messages back to the issue by email.

One way to avoid is to simply ignore messages with the same parsed content of the same origin.
