Ability to send merge and comment notifications to different HipChat rooms

Situation

Some people on the team want to receive HipChat notifications for comments made on a merge request. Other people only want to receive HipChat notifications when a merge request is merged.

Limitation

The HipChat service only allows one room to be specified for notifications, and all notifications are either disabled or sent to that room. Users have no ability in GitLab or HipChat to filter out just comments while other users are still able to see the comments.

Possible workaround

It may be possible to "clone" the HipChat service, so you have a "HipChat" service and a "HipChat 2" service, and configure the two with separate behaviors.
