Fetch `gitlab-ci.yml` and `.gitignore` template vendor assets from separate repo

Currently we store all gitlab-ci.yml and .gitignore templates in vendor/gitlab-ci-yml and vendor/gitignore respectively.

Maybe these should be pulled from individual repos? Some complications have been highlighted but lets discuss. 👍
