Missing "Add Readme" button

There's a "Add Changelog", "Add license", "Add Contribution guide" button on every repository, but the "Add Readme" seems to be gone with one of the latest updates...

However, in repositories with an existing Readme, the "Readme"-Link is places in the menu structure. In the same place where I would expect the "Add Readme" button to be.

Where is it gone? Or why was it removed?
