Improve UI for Comments on side-by-side Diff visualization

When starting a conversation in a Side-By-Side Diff in a small screen (1280x800), the text get's very little room to display:

We can improve by moving UI controls to the first line (which mimics the behavior of the normal Diff) instead of creating a column for the master tag and the CRUD buttons
