Diff notes root `X time ago` not clickable for anchor link

I'm not sure if this is intentional, but the root X time ago for a diff note in an MR's discussion feed is not clickable and thus not easily anchor-able.

This isn't too much of an issue as the diff note must come with a written comment underneath the diff snippet, which does have a clickable X time ago. Please close if you know this is intentional.
