Commit Status API: Support External Stages

It is currently not possible to report staging information via commit status from external CI servers. External tools can also build in stages and therefore it would be nice to visualize it in the same way as GitLab-CI would. For now the stage is automatically set to external.

I don't know much about the source code or even Ruby-On-Rails, but I tried to show how this is meant and it looks not like a lot of changes would be necesarry: daniel.wonisch/gitlab-ce!1
