Move group creation default to application settings panel

Currently, in order to disable/enable users to create groups by default you need to configure it in the gitlab.rb file (see http://docs.gitlab.com/ce/workflow/groups.html#allowing-only-admins-to-create-groups).

It would make sense to have this setting on the admin panel.
