Assignee field in merge request to show only users with master role and above

Hello,

My apologies if this is a duplicate submission. I did a quick search here but didn't see anything similar.

The assignee filed in a merge request currently shows all members of the project instead of everyone who has access to GitLab. I think it would be useful if this filter goes one step further by showing only the members who has the ability to handle/accept the merge request.
