Contributor License Agreement management

When someone contributes code to a company, it can be necessary to have them sign a contributor license agreement (CLA). Many existing companies have created a bot that shows up on an PR/MR when you first contribute code, and ask you to sign the agreement. However, this could be solved in many ways. Regardless, CLA management could be useful to build directly into GitLab.
