Build emails: Send just one email to all recipients instead of multiple emails

When we define multiple Recipients for Build emails if would be very useful if GitLab could send one email to all recipients instead of one email per recipient.

This would allow us to use reply all to the incoming email to inform everyone that somebody takes care of it, what was the reason of build failure, how to fix that, ...

This approach would also fix the Issue gitlab-ce#19452.
