Allow public projects in internal groups

Why would you not allow public projects in internal or private groups? This is confusing. We have a company gitlab with a global company group and have mostly internal projects in there. But among all the internal projects there are also open source projects we want to make available publicly.

To achieve this with current gitlab version you would have to create another group "company-public" and add those projects there. This is confusing.

I would expect the group "owner" and the "admins" to be able to change the visibility level to public for projects in internal or private groups.

Would this make a good feature request?
