8.10: Make Admin's Merge Requests Non-Automatic

The current behavior of merge requests when made by an admin user, even when assigned to someone else, is that it merges immediately without the approval of the merge-assignee. I request that the old behavior be restored so that even admin users don't have to type [WIP] or WIP: in the title of the merge request to prevent the auto-merge.
