Admin version check should link to change log for new version

When I see that there's an upgrade available or needed ASAP after going to the /admin view I want to know what's different. Right now the only way to do that is to google for 'gitlab changlog' and hope it's the current change log. I realize the blog is a good place to go, but it's not like I'm going to bookmark the gitlab blog.
Proposal
The little box that changes color and says upgrade available or needed ASAP should be a link to the change log for the version that is available.
