Idea: allow MR merging only to the non-creator ("Two-man rule")

Here's what I was recently thinking about - in our project, we're trying to make sure that any merge requests that get merged with master branch are reviewed by somebody other than the merge request creator. Could it be possible to add a project option that adds this requirement and restrict toggling it to the project creator?
