ThumbsUp/Down not triggering Web Hook "Note Hook"

When WebHooks are used, the actions of clicking "thumbs up" or "thumbs down" on a Merge Request do not trigger a "Note Hook" to be fired.

Since a "thumbsup"/"thumbsdown" is counted within the notes, it should cause the hook to trigger.
