Gitlab still spamming the Slack channel on every commit

Hi. We had an issue that I thought may have been fixed by updates to GitLab, but it's still happening. Basically every time we have a message go to our Slack, it sends it 1000 times. It'll often keep sending it until we restart GitLab.

Other than this one issue, for us it's been perfect software.
