Enable developers to create projects in group

we are trying to setup Gitlab ee. Concerning permissions we would like to give our developers the developers role. However, in this situation there is one action they cannot execute (Create project in group) which would make working with Gitlab much easier for our company. We thought about giving developers the Master role, but we believe this will give the developers too many permissions.

Is it possible to extend the developers role with one action, which is ‘Create project in group’?
