Feature request - add an easily modifiable "custom.css" to gitlab for those few cases where admin needs/wants to override a tiny part of the system

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Right now, there doesn't appear to be any easy way to add this. Could be enabled with a setting in gitlab.yml so there is no performance hit on client unless admin turns it on.
