Provide a template for creating new documentation

A document template that could be used when submitting MRs that introduce new features.

It will start by the general question "What type of documentation is this (user, administrator, developer)?" and move down the chain.

Update: Even better provide a raketask with 3-4 questions that will create the document, place it in the right directory and fill it in with a template with sections.
