Allow to set block_auto_created_users differently for each omniauth provider

Would it be possible to implement this? Scenario is the following (as mentioned earlier in other issues): Some users auth against shib, others via github. For shib, I want to set block_auto_created_users to true, for github, I want to set it to false. Thanks!
