Add new service: Telegram notifications

UPDATED PROPOSAL

GitLab supports many external services.
It would be great to add a new service Telegram notifications like Slack notifications.

ORIGINAL PROPOSAL

For now GitLab supports notifications only via email.
But it would be great to add an ability to send notifications via Telegram.
