Error cloning public repo in another project

I have several projects for puppet but the main repo pulls from several other projects for its tests. Anytime I include those other projects it will not pull them in even if I mark them as public. (via https it wants a username/password) Is this a "feature" of the gitlab runners or is something set wrong?

I am using nginx.
