Can't approve an MR

We set the number of required approvals to 1 and a contributor set two contributors as approvers. I approved the PR and gitlab showed me it needed a second approval.

I tried disabling the approvals completely by setting the number to 0 at the project and at the MR and it still Requires one more approval.

Now, when I change MR settings related to approval I get a form validation error:

Validate approvals before merge Approvals disabled for target project

No idea what it wants me to do...
