Backup skips remote storage after configuration

I've configure the gitlab.rb according to the backup guide here:

When running gitlab-rake gitlab:backup:create

It goes through the process of dumping the files but skips the step for uploading backup archive to remote storage

"Uploading backup archive to remote storage... skipped"

The guide specifies how to skip certain environment variables, but it does not specify how to include something, or how to configure to make sure the remote step isn't skipped?
