Protected branches behaviour on newly created projects

Right now, if you create a new empty project and visit the protected branches settings, you get redirected to the project's home page.

We should either:

• Hide this option until there is a repo pushed, or
• Fix this and let the user navigate to the protected branches settings with a message in case there is no repo pushed yet
