Have to give approval before needing to rebase MR

When I configure my repository to only allow fast forwards and submit a MR that is not rebased properly on master I have to:

1. Approve it.
2. Rebase it with the nice little button. Approval gets invalidated.
3. Approve it.
4. Merge when build succeed.

That said it is super awesome how GitLab supports this rebase workflow (which is IMO important for open source projects too so I personally find that CE relevant) so natively but the first step here is completely useless and may lead to a lot of wasted time on the reviewers side so this is actually a major issue IMO.
