User labels to help administration of users

I am the administrator of a GitLab CE instance that is about to exceed 200 users. We are a geographically distributed design agency, and I don't know a lot of the clients that are getting added to the server.

If we could have user-specific labels (ie 'client', 'lawyer', 'do-not-remove', 'remove-end-of-Q4', etc) this would significantly help my administration process.

I have some experience in Ruby on Rails and would be interested in doing the work on this, if you guys would be willing to accept this feature.
