Expire incomplete registrations

Description

Users who do not finish the registration process by not responding to the confirmation email or because the confirmation email bounced should have the registration information removed within an amount of time.

Use Case

A user mistypes the email used for registration and the preferred username is now unavailable.

Next Steps

• This is common in gitlab.com but how common is this with other instances?
