Show shared runner minutes usage by label

Enterprises that use shared runner minutes need a way to determine which department has used shared runner minutes, in order to charge back to the appropriate department. For some companies, labels are the best way to do that.

Administrators of GitLab environments where internal departments need to be billed back for their usage.

Need to confirm that labels really is the best way to organize this, or if there are better workarounds.
Proposal
Add label view for minutes usage report, so that adminstrators know how many minutes each department (associated with a label) used in a period.

Only users currently able to see runner shared minute usage should be able to see this information.
