Yearly max user count for EE licenses shouldn't appear for users under the limit
Summary
If a customer creates more users before the license is added they will get an error when adding a license: "During the year before this license started, this GitLab installation had X+n active users, exceeding this license's limit of X by n users. Please upload a license for at least X+n users."
Steps to reproduce
Create more users before the license is added. Remove users after license is added.
Expected behavior
No error.
Actual behavior
Customer is unable to add license and has to request a new one from their AM.
