Allow users to set up targets/alerts on their charts

Problem to solve

If we take on average 4 days to get a MR from creation to merge, we might want to see all outliers while they are still in progress, so that we can immediately take action.

We could initially set alerts to the pattern already used by monitoring: https://docs.gitlab.com/ee/user/project/integrations/prometheus.html#managed-prometheus-instances.

• On cycle analytics, we could showcase the number of issues, for example, in the stage, which are above target.

• On productivity analytics, we could have just a line as per the target in a histogram, similar to the below.
