Protected branches/tags documentation is missing EE content

https://docs.gitlab.com/ee/user/project/protected_branches.html and https://docs.gitlab.com/ee/user/project/protected_tags.html are missing info related to EE.

In EE, you can also allow specific users to merge/push.
