Option(s) to disable Security and Operations tabs
Problem to solve
Unless something is done to enable them (sometimes requiring external services, as far as I can see), there's nothing to see in the Security and Compliance and Operations tabs of a project.
Intended users
Developers and plain users, especially if they are not administrators of the project.
Further details
The tabs just have some placeholder pages with no real use (unless some other actions are taken, as mentioned above), clutter the sidebar, and add confusion.
Proposal
Add one or two options to disable the Security and Compliance and Operations tabs completely, similar to Packages or Wiki.

I think the only risk is people forgetting the features exist once they have disabled the tabs.
What does success look like, and how can we measure that?
Fewer questions about what those tabs mean. Fewer unproductive clicks ("what is this? oh, something useless...").
