[Admin Area Dashboard] Sign Up seems to be enabled but it isnt

Summary

"Sign Up" is shown as enabled in the Admin Area Dashboard. But it isn't enabled in the options.

Steps to reproduce

We are using a Gitlab EE Starter Omnibus installation with newest version 12.2.3.

Have a look into the admin dashboard:

What is the current bug behavior?

  • UI shows that "Sign Up" seems to be enabled, but it isn't in the options

What is the expected correct behavior?

  • UI shows "Sign Up" as disabled, when it isn't enabled in the options
