Add system notes when moving an issue while assigning labels in target project

I moved an issue from CE to EE (https://gitlab.com/gitlab-org/gitlab-ee/issues/764#note_12943952) and noticed the customer label was properly transferred. The system note showed:

Is it necessary to include the full expanded label in this case?
