Provide create file link for non-existent files

When there is a dead link in a Markdown file, clicking it leads to a 404 page (see example). It would be great if that 404 page could contain a link to create the file (optionally with a permission check beforehand).

This would also be more consistent to the Wiki behavior, where a non-existent page displays the form to create it.

Current workflow when landed on the 404 page is:

• copy the file name from URL or referencing file
• go to repository tree
• pick New filefrom context menu
• enter file name
