Automatically close automatically opened todos

Summary
We create todos automatically for several scenarios such as being mentioned in an issue. But if aren't paying attention, those todos can pile up and get stale. In many cases, the original issue or MR has long been closed. Perhaps we should automatically close out the todo when the issue/MR is closed? I know this might not work for every scenario. For example, if someone is @ mentioning someone to create a follow-up issue, you don't want that todo to go away. But right now, for me personally, my todo list is so full of garbage, that it removes the value of the todo feature completely. For scenarios where the todo should live beyond the original issue/MR, perhaps it's sufficient to have sent an email notification to the recipient for them to follow up on.
